Before the deed to any home may be transferred, five things must be completed and processed in the Collection Office at Village Hall:

  1. A final meter reading and payment of final water bill must be complete. The final meter reading can be set up by calling 693-7570.
  2. A Certificate of Sewer Compliance must be obtained, dated no more than six months before the day of closing. The purpose of the sewer inspection is to assure compliance with Village Ordinance and the Clean Water Act of 1977. This inspection can be set by calling the Environmental Services Department at 279-2140 a minimum of two weeks prior to closing.
  3. The seller must provide a copy of the Illinois Real Estate Transfer Declaration (Form PTAX-203 or PTAX-203A) that the village can keep.
  4. A permit release must be obtained from Community Development, to ensure there are no outstanding building permits or inspection fees. Verification may be made by calling 693-7521 or 693-7530.
  5. A Transfer Tax Stamp must be obtained. Purchase of the stamp is the buyer's responsibility, which is at a rate of $2.50 per $1000 of the purchase price of the property.

PLEASE NOTE: If the transfer stamp is lost FULL PAYMENT will need to be made before a replacement stamp is issued.

Exemptions

Certain real estate transactions are exempt from the tax levied; however, $0.00 transfer stamps must still be obtained from the Village Hall. The following items are needed before an exempt stamp can be issued:

  1. A signed and notarized copy of the Deed the Village can keep.

  2. A final meter reading and payment of final water bill may be needed in certain circumstances. The final meter reading can be set up by calling 693-7570.

  3. A Certificate of Sewer Compliance must be obtained, dated no more than six months before the day of closing. The purpose of the sewer inspection is to assure compliance with Village Ordinance and the Clean Water Act of 1977. This inspection can be set by calling the Environmental Services Department at 279-2140 a minimum of two weeks prior to closing.

  4. A completed and signed Village of Addison Certificate of Exemption.

  5. A permit release must be obtained from Community Development, to ensure there are no outstanding building permits or inspection fees. Verification may be made by calling 693-7521 or 693-7530.

  6. If the transaction is exempt because the transaction is a buy/sell, a copy of the PTAX-203 for the new property and a signed and notarized copy of the Deed for the previously sold property must be provided.
